# Ancient China: Qin and Han

## The State That Won by Being Ugly

For two and a half centuries the Chinese states fought in the **Warring States** period until **Qin**, a culturally crude frontier state, won using **Legalism**: the doctrine that humans are selfish, virtue is useless, and a state runs entirely on **rewards and punishments**.

In **221 BCE** its king conquered the others and became **Huangdi**, "First Emperor." His obsession was uniformity: one script, one currency, standardized axle widths, and books burned to erase rivals.

**Pitfall:** The Legalist machine lacked give. Brutal labor levies and savage punishments meant a rain-delayed work gang faced execution either way and rebelled. A state built to be maximally hard shattered in **fifteen years**.

## The Han Synthesis and the Mandate of Heaven

The **Han** dynasty (from 206 BCE) kept the centralized Legalist machine but dressed it in Confucian robes, selecting officials through an **examination** on the classics.

| Principle | Consequence |
| --- | --- |
| Office goes to the educated | A ladder for any family that could school a son |
| The classics are the syllabus | A shared culture binding officials across the empire |
| The scholar-official outranks the soldier | China's elite became lettered, not knightly |

**Compare Rome:** Rome's elite were landowners and generals; China's became exam-taking scholars. This rests on **the Mandate of Heaven**: Heaven backs a just ruler and withdraws it from a cruel one. **Exception/Edge case:** It is unfalsifiable, because you only learn a ruler lost the mandate **after** he has already fallen.

## Practice questions

7 of this lesson's 12 practice questions, with answers. The full set is in the app.

### 1. Complete the description of the Mandate of Heaven.

**Answer:** Heaven backs a **just** ruler and withdraws its mandate from a **cruel** one, which conveniently explains every dynasty’s fall as deserved, but only ever **after** the fact.

**Why:** The theory is a mirror that only reflects the past: it justifies every winner and condemns every loser, always retroactively, and so can never be proven wrong.

### 2. Why did the Qin dynasty collapse after only about fifteen years?

A. A foreign invasion overwhelmed its armies
B. Its Legalist penalties made rebellion rational
C. It abandoned standardization and fell into chaos
D. The First Emperor freed the aristocracy, who then revolted

**Answer:** B. Its Legalist penalties made rebellion rational

**Why:** When lateness and rebellion carry the same penalty, a delayed work gang has nothing to lose by revolting, and one such gang lit the fuse. The machine was built to be maximally hard and had no setting for bend.

### 3. Which did the First Emperor standardize across his new empire?

A. The writing script
B. Cart axle widths, to fit the roads’ ruts
C. The spoken language of every region
D. Weights, measures, and currency

**Answer:** A. The writing script; B. Cart axle widths, to fit the roads’ ruts; D. Weights, measures, and currency

**Why:** Script, coin, measure, and even axle-width, but not speech, which stayed wildly diverse. A shared writing system over mutually unintelligible dialects is exactly what let one script hold China together for millennia.

### 4. The Han kept the Qin's centralised administration while denouncing Qin cruelty. What does that combination reveal?

A. That the machinery and its justification are separable
B. That the Han had no alternative administrative model available
C. That the denunciations were propaganda with no effect on governance
D. That Confucianism and Legalism are essentially the same doctrine

**Answer:** A. That the machinery and its justification are separable

**Why:** Commanderies, standardised measures and a tax register all survived while the vocabulary of rule became one of virtue and reciprocal duty, later summarised as Confucian outside, Legalist inside. It is the founding case of an insight worth carrying: what a state does and how it explains itself vary independently.

### 5. The Mandate of Heaven can be used to predict, in advance, when a dynasty will fall.

**Answer:** False

**Why:** It works only backward. The sole proof a ruler lost the Mandate is that he fell, which makes the theory unfalsifiable and, not coincidentally, the most durable political doctrine ever devised.

### 6. Order the rise and reinvention of imperial China.

**Answer:**

1. The Warring States fight for supremacy
2. Qin adopts Legalism and out-organizes its rivals
3. The First Emperor unifies China and standardizes everything
4. The Qin collapses under the weight of its own rigidity
5. The Han keep the machine but adopt a Confucian face
6. Officials come to be chosen by examination on the classics

**Why:** Qin built the empire and could not hold it; Han inherited the empire and learned to. The difference was not the machinery but the face it wore and the men it recruited.

### 7. Sort each trait: characteristic of the **Qin** or of the **Han**?

**Answer:**

- Qin: Ruled by pure Legalist rewards and punishments, Burned books and buried scholars, Standardized script, coin, and axle width
- Han: Chose officials by learning and virtue, Made peace with Confucianism as state ideology, Lasted roughly four centuries

**Why:** The Qin built the body and the Han gave it a survivable mind. Every later dynasty inherited both halves of the settlement.
