# Work and the Gendered Labour Market

## Flexibility and Precarity

Post-war employment in Europe was **Fordist**, based on mass production and secure male-breadwinner wages. Key theorists tracked its decline:

* **Piore and Sabel**: showed the shift toward flexible specialisation.
* **John Atkinson**: modelled firms split into a stable core and a flexible periphery.
* **Richard Sennett**: analysed how insecure careers corrode personal character.
* **Guy Standing**: argued these workers form a new class called the precariat.

Platform work renewed this debate. For instance, Spain introduced its rider law in 2021 to classify delivery couriers as employees.

## The Gendered Labour Market

Gender divides work along two distinct dimensions:

* **Horizontal segregation**: distributes men and women into different occupations.
* **vertical segregation**: concentrates men in higher ranks within the same occupation.
* The **glass ceiling**: metaphor from the 80s for barriers blocking women from senior roles across the Union.

The **gender pay gap** measures these disparities across Europe using **Eurostat** data. Post-childbirth earnings diverge via the **child penalty**, leaving mothers behind. Women also perform the domestic **second shift** after paid work.

> **Common pitfall:** treating the adjusted pay gap as the only real measure. It controls for occupation, masking segregation. Both adjusted and unadjusted numbers answer valid sociological questions.

## Practice questions

9 of this lesson's 14 practice questions, with answers. The full set is in the app.

### 1. Two studies of the same country report gender pay gaps of 5 per cent and 20 per cent, and neither has made an arithmetical error. How is that possible?

A. One study isolates horizontal segregation across roles; the other measures vertical glass ceilings in organisations.
B. They measure different quantities: adjusted hourly comparisons and annual earnings capture distinct mechanisms.
C. The lower figure captures pre-childbirth earnings, whilst the higher one measures divergence from the child penalty.
D. One study examines the core primary labour market, whilst the other focuses on workers in the flexible periphery.

**Answer:** B. They measure different quantities: adjusted hourly comparisons and annual earnings capture distinct mechanisms.

**Why:** An adjusted hourly gap holds occupation, sector and hours constant and answers whether women are paid less for the same work. An annual earnings gap holds nothing constant and answers whether women earn less over a year, which folds in part-time hours and interrupted participation. Both are correct answers to different questions.

### 2. Spain’s unadjusted hourly gender pay gap has in recent years been below the European Union average on the Eurostat measure.

**Answer:** True

**Why:** **True**, and the reason is uncomfortable. Spain’s lower female employment rate means the women who are in paid work are on average more qualified than in countries with higher participation, which raises their average hourly earnings and narrows the measured gap. A favourable statistic here partly reflects an unfavourable one elsewhere.

### 3. Which objections have been raised against treating the precariat as a class in the making?

A. No employees anywhere are employed on insecure terms
B. Insecure employment is historically normal rather than a novel development
C. The category groups graduates on short contracts with undeclared migrant labourers
D. The group is too heterogeneous for its members to share economic interests

**Answer:** B. Insecure employment is historically normal rather than a novel development; C. The category groups graduates on short contracts with undeclared migrant labourers; D. The group is too heterogeneous for its members to share economic interests

**Why:** The three real objections all press the same point: shared exposure to insecurity is not the same as a shared position in production, and class analysis has traditionally required the second. Standing’s reply is that the shared relation to labour-market institutions is itself structural. The dispute is unresolved and worth knowing as a dispute.

### 4. Complete the account of how the labour market is divided by gender.

**Answer:** The distribution of women and men across different occupations is called **horizontal** segregation, while their distribution across levels within an occupation is called **vertical** segregation. The metaphor for the second is the **glass** ceiling. Research now attributes much of the divergence in earnings trajectories to the **child** penalty that follows a first birth.

**Why:** The two forms of segregation need separating because they call for different explanations and different remedies. Horizontal segregation is largely settled before labour-market entry, in subject choice and training; vertical segregation happens afterwards, inside organisations, and is where the child penalty does most of its work.

### 5. Horizontal segregation distributes genders across occupations, whereas vertical segregation sorts them hierarchically. What follows for analysing workplace inequality?

A. Vertical segregation captures the glass ceiling while horizontal reflects sector choice
B. Horizontal sorting explains pay gaps, making vertical ladders sociologically irrelevant
C. Both mechanisms operate simultaneously to structure unequal aggregate earnings outcomes
D. The distinction applies exclusively to flexible firms rather than Fordist organisations

**Answer:** C. Both mechanisms operate simultaneously to structure unequal aggregate earnings outcomes

**Why:** Segregation operates across both axes at once; treating them as mutually exclusive alternatives obscures how structural sorting and promotional barriers combine to widen the unadjusted earnings gap across labour markets.

### 6. Arrange the stages by which a child penalty typically opens up in earnings.

**Answer:**

1. Two partners have broadly similar earnings trajectories before a first birth
2. One partner, usually the mother, takes the longer interruption from paid work
3. Return is to reduced hours or to a role with less progression
4. Promotion and pay increases are missed during the reduced-hours period
5. The earnings gap persists and widens over the following decade

**Why:** The fourth step is where the durable loss occurs, and it explains why extending paid leave alone does not close the gap. What compounds is missed progression: a promotion not taken at thirty-two changes the base for every subsequent rise, which is why the divergence widens long after both partners are back at full hours.

### 7. Time-use surveys find unpaid domestic and care work divided roughly equally between women and men across the European Union.

**Answer:** False

**Why:** **False.** Every EU time-use survey finds women doing substantially more unpaid domestic and care work, in every member state, including those with the highest female employment rates. The gap has narrowed over decades, largely because men’s contribution rose modestly and women’s fell as paid hours increased.

### 8. Spain legislated in 2021 to presume an employment relationship for delivery platform couriers. Why did the classification of those workers matter so much to sociologists of work?

A. Self-employed couriers earn higher gross wages, so classification mainly alters net earnings
B. Employment status determines access to collective bargaining, social security, and protection
C. Classification decides if platform tasks enter productivity data or get omitted by Eurostat
D. Delivery platforms expanded rapidly across Europe to become Spain's main peripheral workforce

**Answer:** B. Employment status determines access to collective bargaining, social security, and protection

**Why:** A century of labour institutions — bargaining, contributions, unfair dismissal, working time — is attached to the employee category. Reclassifying work as self-employment removes all of it at once without changing what anyone actually does, which is why the boundary rather than the pay level became the site of the conflict.

### 9. Sort each feature by whether it belongs to the core or the peripheral workforce in Atkinson’s flexible firm model.

**Answer:**

- Core workforce: Trained by the employer in firm-specific skills, Expected to move between tasks as needs change
- Peripheral workforce: Engaged through agencies or short contracts as demand requires, Numbers adjusted quickly when output falls, Engaged for a single project and released at its end

**Why:** The model’s insight is that the two groups supply different kinds of flexibility: the core is flexible in what it does, the periphery in how many of them there are. That is why firms invest in training one and not the other, and why a downturn is absorbed almost entirely by the second group regardless of relative performance.
