Why

Prokaryotes come first, then oxygenic photosynthesis transforms the atmosphere, then the mitochondrial endosymbiosis, and only later the chloroplast. The order is fixed by the observation that every chloroplast-bearing cell also has mitochondria, but not the reverse.
