Article 149 lists the matters reserved exclusively to the state, and includes a residual clause. Each community's basic institutional norm is its Statute of Autonomy, approved as an organic law. The Basque Country and Navarre have their own foral tax regimes. The Constitution never uses the word federal.

Why

Article 149 does more work than 148 because of the residual clause: it settles what happens to everything the Constitution did not explicitly assign, which is where most competence disputes actually arise.
