Why
Because it forces opponents to agree on a replacement, not merely on removal. Oppositions that share nothing but hostility to the incumbent can pass a simple censure motion and cannot pass a constructive one. The device was borrowed from the German Basic Law and chooses stability over ease of removal deliberately.
