True. The stage theory put socialist revolution after full capitalist development, so Britain or Germany should have gone first; it happened in agrarian Russia. Lenin's answer — the weakest-link theory, imperialism displacing crisis to the periphery — is a substantial revision, which is why later Marxists argue about it rather than citing Marx.
