Political Science I / The Civil Service
Practice question · Sort into groups

Sort each feature by whether it belongs to a CAREER system or a POSITION system.

Groups: Career system · Position system

Hints
  1. One system recruits people, the other recruits for posts.
  2. Spain belongs to the first family.
Show the answer

Career system: Entry to a corps for a working life, Movement governed by internal corps rules, Very high security of tenure

Position system: Recruitment openly for each vacancy, Movement by applying for another post, Terms depending on the contract for the post

Why

The two columns are coherent designs rather than good and bad practice. A career system buys independence and institutional memory at the cost of flexibility; a position system buys the reverse. Most real systems now mix them, which produces its own problems of consistency.
