The zone system was worked out by Ansel Adams and Fred Archer around 1939. Zone V corresponds to a reflectance of eighteen per cent. Deciding where a value should sit and changing the exposure to put it there is called placing. Where every other value in the scene then lands is described as falling.
The last two blanks carry the logic. You place one value, and everything else falls; there is exactly one degree of freedom in exposure, which is why the whole method is organised around choosing the right value to place rather than around measuring more of them.
