Why
The uncomfortable fact is the continuity. The same body, the same personnel and the same legal instruments produced both the Declaration and the law of 22 Prairial. Whether that makes the Terror a betrayal of the Revolution or an outcome available within it is a real argument, and it cannot be closed by attributing it to someone else.
